OSAHi IMPLEMENTING GUIDELINES
1. The "Balik-Paaralan Para sa Out-of-School Adult (BP-OSA)" Program
is designed for out-of-school adult learners who:
1.1 are at least twenty (20) years old by August 1997;
1.2 posses any of the following;
1.2.1. Certificate of completion in Grade 6
1.2.2. Certificate of completion in Level III (neo-literate)
level in non-formal education equivalent to (Grade
5 and 6)
1.2.3. Certificate of Philippine Educational Placement Test
(PEPT) result equivalent to at least First Year high school.
2. The program shall cover four year levels. Assignment by year level
shall be based on the results of the Philippine Educational Placement
Test (PEPT) to be administered by the National Educational Testing and Research Center (NETRC).
3. The program shall be implemented beginning SY 1997-1998 in 33 participating high schools nationwide. The school year for out-of-school
adult learners will commence in July 9,1997 and will end in April 10,1998. However, in as much as teaching-learning under this program is
self-paced, adult learners shall be given the option to enroll any time during the school year and complete the requirement of the program
at their own pace.
4. Each class of "Balik-Paaralan Para sa Out-of-School Adult (BP-OSA)" Program shall consist of 20-25 learners. Priority shall be given on
a first-come-first served basis to enrollees between 20 to 45 years old.
5. Teacher/facilitator-learner consultancy time is presented in two schemes. The learner may consult with the subject area teachers within
the time frame suggested in either schemes or a mutually agreed upon
schedule for consultancy may be devised by the teacher and the
learner.
6. The learner shall be given the option to choose the
competency(ies) in which he/she may need to be trained. A validating examination
shall be given to determine if the learner is qualified to forego in
any competency.
7. Promotion shall be by subject area and shall depend on the individual learners' pace. Thus, while the program each year level is
designed for one school year, the learner may complete the program for the year level in less than or more than a school year depending on
his/her learning pace.
8. The DECS shall provide assistance to the graduates of the program
in securing if they wish to engage in livelihood projects.
